Implement the New Self-Determination Act Nationwide. Provide the towns with legal aid, technical, administrative and financial systems and proper training to manage their community themselves free from any political interference. NTU (National Taxpayers Union) - Our path to "De Facto" Self-Determination
As far back as 1994, Mr Jaap Kelder had already established the NTU and used it as a medium "vehicle" to hold municipal authorities accountable for services not rendered or not delivered to standard. Since 2005, municipal authorities have been required by law to promulgate their rates 60 days after the council has approved the rates. Many municipal authorities in South Africa have failed to comply with the legal requirement with the result that the full property tax has been illegally levied for the nu-promulgated years. Owners of properties where nu-promulgated years exist therefore have the right to legally reclaim the property tax from the municipal authorities by declaring a dispute. First question of owners to TPA (Tax Payers Association) is. 95% OF MUNICIPALITIES IN RSA ARE IN BANKRUPTCY WHAT DOES THE CLAIM HELP ME AS OWNER?

What does the unpromulgated claim mean to me as an owner?
As a property owner you know there is a very small chance to no chance of getting any of the tax money claimed back; THIS IS A FACT. YOU ARE 100% RIGHT. IT IS TRUE. BUT. What about the town or suburb where you live, starts a TPA (Tax Payers Association) "establishes an independent legal entity such as a club or association of members" and begin to legally pay the future tax to the TPA until the dispute claim is completely wiped out. It is 100% legal to do so and the action does not take away the responsibility of the municipal authorities to continue to provide the services. As it were, you as owners now pay the dispute amount to the TPA with the future tax that you have to pay gradually reducing the dispute amount. But now the money goes legally to the TPA who can use the money to repair the town itself and provide services as needed. NOW THE FOLLOWING QUESTION OF OWNERS: CAN I DO IT MYSELF WITHOUT THE TPA? WHY DO I AS A PROPERTY OWNER NEED A TPA TO DO THIS?

TPA why necessary? Stand Together, Win Together is the motto of the NBU. The TPA's drives this motto.
The TPA is "universitas personarum", an independent legal person and it makes all the difference because the municipality no longer has the dispute with you as the owner but with the town or suburb's legal body the TPA. The " NTU Dispute" as the TPA's knows the court ruling was confirmed in the Supreme Court of South Africa by a full judiciary with 3 judges and ratified, it can therefore not be easily reversed. The municipality is therefore in "checkmate"  as a lawyer referred to the ruling the other day. Each TPA signs an agreement with the NTU that if any municipality will come up with an action against the "NTU Dispute" court ruling, the NTU will oppose and fight the court case at their expense. The NTU has therefore already won the case and did spend the money to establish the verdict. The TPA's therefore run no risk of declaring the dispute against the Municipality.

TPAs Put the Municipal Authority on terms - TPAs do the work themselves and claim the money back.
From the day the dispute is made per property, the municipal authorities must legally put a credit on each owner's tax account for the amount of the dispute signed. The NTBU assumes the municipal authorities are not going to do this. The NTU computer systems have been developed so as to give these figures month to month for the owners on a state and also for the municipal authorities for their records. Again, the dispute does not take away the responsibility of the municipal authorities to provide services! Nothing is illegal, only an error is corrected. This fact gives the TPAs the opportunity to put the municipal authorities on terms. The TPA sees that the roads are full of potholes, because the TPA now has money from the repayment of the legal claim against the municipal authorities, the TPA can get the job done. All the TPA does is get quotes for the work that needs to be done. The TPA sends the receipts to the municipal authorities and gives them 14 days (reasonable time) to do the work. If the municipal authorities do not do the work within the 14 days, it creates a further claim opportunity for the TPA. The TPA lets the work be done at their expense and only adds the cost to the claim of the dispute because the municipal authorities now owe those fees to the TPA. MUNICIPAL AUTHORITIES REMAIN RESPONSIBLE FOR THE SERVICES THE DISPUTE ERROR THAT MADE THEM DOES NOT TAKE IT AWAY !!!

A cantonal system like in Switzerland where each community has territory and where each group accepts responsibility for itself is the only system that can work in RSA. EVERY CITIZEN KNOWS THE MUNICIPAL SERVICES IN RSA ARE NOT DELIVERED TO STANDARD BUT WE HAVE TO PAY FOR IT - IT MUST BE STOPPED!!! - WE FOUND THE SOLUTION!!! Since 1995 (26 years), the NTU has been legally taking over the services that municipalities have to provide in our towns and cities through court rulings. The NTU has therefore managed to legally take the money we pay to the municipality out of their hands and channel it to our own town or suburb's TPA (Tax Payers Association). HOW TO DO IT IN YOUR TOWN ARE EXPLAINED STEP BY STEP IN THIS FORUM. STEP ONE IS: ESTABLISH A TPA IN YOUR TOWN; TAKE THE FIRST STEP TO SAVE YOUR TOWN FROM THE INCOMPETENT AND UNQUALIFIED CURRENT GOVERNANCE. WE CANNOT CONTINUE LIKE THIS. ACTION IS URGENTLY NEEDED AND WE HAVE THE SOLUTION. LET'S STAND TOGETHER AND WIN TOGETHER.
